Action - We must develop students abilities effectively in order to improve their performance.
	Instructors are effective in supporting the development of students. Students learn and develop skills effectively.
Evaluation - We must understand the impact of our investment in students on the club performance.
	The development of students improves the performance of the club, teams and individuals. Students understand the impact of their improving skills on the performance of the club, teams and other students. The club gets better at developing its students.
